About the Role
We are seeking an experienced ETCS Testing and Commissioning Manager to lead testing and commissioning delivery within the ETCS Sector 1 North Project.
Role Overview
The ETCS Testing & Commissioning Manager is responsible for leading and managing all testing and commissioning activities across the S1N ETCS L2 project to ensure that systems, subsystems, and interfaces are verified, validated, and ready for safe and reliable operation. This role ensures that testing and commissioning processes are planned, coordinated, and executed consistently across all delivery packages, aligning with project objectives, stakeholder requirements, and regulatory standards.
The key objective of the Systems Integration team is to ensure safe deployment of ETCS L2 on schedule.
The ETCS Testing and Commissioning Manager’s roles and responsibilities are expected to evolve as the Systems Integration activities are progressively defined.
Key Responsibilities
Core scope for this role will include, but will not be limited to:
Develop and maintain the Testing & Commissioning Strategy and Management Plan, with close collaboration from other project teams and delivery partners.
Lead the system-level planning, coordination, and execution of testing and commissioning activities across ETCS delivery packages within Sector 1 North, in close collaboration with the delivery partners and other key stakeholders.
Oversee integration and system-level testing phases.
Manage the identification, assessment, and resolution of issues identified during testing and commissioning to ensure compliance with project requirements.
Ensure Testing & Commissioning evidence is provided or developed to robustly support RCCP and safety case submissions.
Lead and develop the Advisors, Testing and Commissioning.
Stakeholder Engagement & Collaboration
Reports to the Director, ETCS Systems Integration
Works with the Systems Engineering & Safety Assurance Manager (safety evidence for testing phases), Operations Integration Manager (readiness for operational testing), and Technical Manager (alignment of test baselines).
Collaborates with the TMR Project Delivery team, Queensland Rail Testing Teams (testing and commissioning requirements), Sequence Alliance, TMR (regulatory compliance), package teams and contractors (execution of testing activities).
To ensure consistency across TMR's rail delivery and major projects portfolio, the role of ETCS Testing & Commissioning Manager will be required to assist and collaborate with The Wave project, B2N Project, Sequence Alliance, Queensland Rail, and other project teams within TMR from time-to-time.
Shared lessons learned between projects (where appropriate) will be an important element of this role – ensuring a consistent approach to delivery across TMR's program. As a result, flexibility and a highly collaborative and respectful work style are key skills required for this role.
Role Requirements
10+ years’ relevant demonstrated experience working in related roles, overseeing or supporting system integration, configuration management and testing and commissioning activities on major rail infrastructure projects (>$250 million).
Experience leading or overseeing large-scale testing & commissioning programs through the project lifecycle.
Strong understanding of Testing & Commissioning standards, Queensland Rail standards and Australian national accreditation requirements.
Experience successfully managing multi-contractor Testing & Commissioning environments, with a focus on ETCS.
RPEQ or ability to obtain
