About the Role

We are seeking an experienced Project Manager (RTP and Interoperability) to support delivery within the ETCS Development Program.

Role Overview

The North Coast Line currently operates with WESTECT Automatic Train Protection (ATP) from Caboolture to Purono. Various factors are forcing a change to this method of operation:

  • The existing WESTECT on-board equipment has reached end-of-life and is experiencing increased obsolescence and reliability issues. Since WESTECT is no longer supported by OEM, an alternate onboard solution is required which may lead to the replacement of the entire WESTECT ATP system.

  • The deployment of ETCS in Sector 1 North provides an opportunity for the freight and long-distance passenger rolling stock to operate under ETCS protection from Beerwah to Roma St and/or the freight terminals. This creates a need for the on-board replacement solution to include ETCS or ETCS compatible equipment.

  • Infrastructure and Transport Minister’s Meeting (ITMM) confirmed adoption of ETCS technology for the National Network for Interoperability (NNI) and the Office of the National Rail Safety Regulator (ONRSR) has introduced new requirements for interoperability, taking effect 28 February 2026.

TMR have commenced development of an Investment Decision Report (or Business Case Equivalent) to provide solutions for the RTP Project. TMR have completed assessments, including a So Far As Is Reasonable Practical (SFAIRP) process, multi-criteria and risk assessments, and have engaged industry on the RTP project.

As the industry is adapting to the new interoperability requirements and direction, TMR is now looking to align strategically with industry, including ARTC, to ascertain the best solution for the RTP Project.

TMR is seeking an appropriately qualified Project Manager to continue Investment Decision Report with inputs from technical experts, market engagement, address complex interfaces, work with key QR representatives and present a logical structure for TMR's investment in replacement for the WESTECT system.

Further, as there is synergy with the RTP project with the interoperability and the National Rail Action Plan (NRAP), the role will also include stakeholder engagement and management of TMR’s activities related to NRAP, such as monitoring and providing input where relevant to drive ETCS.

Key Responsibilities

Core scope for this role will include, but will not be limited to:

  • Project Management and planning services aligned to progression of the RTP project through the required stages and necessary TMR investment gates

  • Delivery of key Investment Decision Report (or Business Case Equivalent) document chapters including, but not limited to, concept development, design, major project integration, options assessment, engagement, project scope, reference design, implementation/delivery, and recommendations.

  • Development of key RTP project benefits and mapping to broader TMR program benefits

  • Stakeholder consultation with NRAP to ensuring alignment of NRAP activities and TMR activities, such as their program reform of national strategy and roadmap for interoperable telecommunications and technology, National Network for Interoperability (NNI) investment coordination for ETCS rollout, trackside development and rollingstock fitment, legislative reforms and development of ETCS network rules

  • Targeted engagement with other contractors to ensure appropriate commercial/technical inputs are received

  • Support regarding briefing papers for steering committees, agency working groups and engagement activities across state and local government departments

Stakeholder Engagement & Collaboration

Reports to Program Director (ETCS)

Works closely with industry stakeholders such as ARTC and NTC regarding interoperability and the National Rail Action Plan.

To ensure consistency across TMR's rail delivery and major projects portfolio, the role of Project Manager (RTP and Interoperability) will be required to assist, provide advice and collaborate with Queensland Rail, and other project teams within TMR from time-to-time.

Sharing lessons learned between projects (where appropriate) will be an important element of this role – ensuring a consistent approach to delivery across TMR's program. As a result, flexibility and a highly collaborative and respectful work style are key skills required for this role.

Role Requirements

  • 5+ years relevant demonstrated experience working in project controls and management in rail industry

  • Extensive experience in the Queensland railway industry with working with rail freight operators, regional rail operators, Queensland Rail and/or industry leaders such as NTC and the ONRSR

  • Experience in early stages of the project lifecycle, including strategic definition and business case development

  • Demonstrated ability to lead and coordinate delivery in complex, multi-stakeholder environments

  • Proven ability to engage and influence stakeholders, with established relationships within the Queensland rail industry
