About the Role

We are seeking an experienced Senior Cost Controller to support delivery within the ETCS Development Program.

Role Overview

The cost controller will lead the ETCS Sector 1 South project cost control – establishing foundations, processes, and tools to baseline, track and forecast the ETCS program's financial performance. Ensure budget definition and approved work-package roll-ups are consolidated and aligned to TMR systems and QTRIP/Tri-data frameworks; implement a program-wide Performance Measurement Baseline (PMB); and deliver centralised, decision-ready monthly cost reporting with disciplined variance analysis and forecast governance

Key Responsibilities

Core scope for this role will include, but will not be limited to:

  • Finalise Sector 1 South budget definition and consolidate approved work-package budgets, aligned to the program WBS.

  • Configure and reconcile cost structures with Unifier and SAP, ensuring consistency with QTRIP/Tri-Data frameworks and clean system-to-system data integrity.

  • Author and maintain the Cost Management Plan (CMP); implement protocols for forecast adjustments, change/variance control, and delegated approvals.

  • Establish and maintain a Performance Measurement Baseline (PMB) integrating scope–time–cost, with KPIs for forecast accuracy and variance containment.

  • Deliver centralised monthly cost reports (budget, actuals, commitments, EAC/ETC, cash flow) with clear variance narratives and recovery actions for decision-makers.

  • Coordinate with schedule, risk and commercial to keep forecasts defendable; maintain an audit-ready trail (baselines, reconciliations, approvals) and drive continuous improvement in templates and data quality.

Stakeholder Engagement & Collaboration

Reports to Project Controls Manager

Works closely with Finance, Project Controls, Package Directors, Project Managers, Commercial, Systems Integration, and other TMR departments.

To ensure consistency across TMR's rail delivery and major projects portfolio, the role will be required to assist, provide advice and collaborate with The Wave project, B2N Project, Queensland Rail, Sequence Alliance, Cross River Rail Delivery Authority and other project teams within TMR from time-to-time.

Shared lessons learned between projects (where appropriate) will be an important element of this role – ensuring a consistent approach to delivery across TMR's program. As a result, flexibility and a highly collaborative and respectful work style are key skills required for this role.

Role Requirements

  • 8+ years in project controls/cost control on major infrastructure programs (rail preferred), including multi-package environments.

  • Demonstrated expertise in cost baselining, forecasting, variance analysis, and PMB establishment.

  • Hands-on proficiency with enterprise cost/reporting systems (e.g., SAP, Unifier) and advanced Excel/analytics; familiarity with QTRIP/Tri-Data frameworks advantageous.

  • Strong integration skills across schedule, risk, change and commercial; ability to interrogate data and produce clear executive narratives.
